Are you on twitter? Or familiar with it? Basically, anyone can "follow" anyone (unless you block them implicitly), but anyone can also see *everyone*

So, I can follow Joe Shmoe, and you can come along and follow Joe Smoe too, then look at "who's following Joe Shmoe" and then choose to follow them as well.
It's essentially the same thing on Gmail Buzz.
