Silly Ika question (and forgive me, but I couldn't find the answer on the Ika boards) ...

If I move troops or ships from one city to another, do those forces become "absorbed" into that city? Or do I still have to pay the extra upkeep costs?

For example, I have a force of 100 units in City A that costs X gold/hour in upkeep. When I move that city somewhere, that upkeep cost rises.

If I move that force to occupy an enemy's city or garrison an ally's city, that cost remains elevated.

But if I move that force from my City A to my own City B, those troops become part of City B's standing army, correct? At the normal upkeep cost?
