No chance...the opposition just waits you out as the GOP has done in the last 12 months here and are going to be rewarded for in November.

You'd have roughly 15 months hwere you could legislate before the mid-term elections and then the next Presidential election and boom, you're done.
Stalling becomes the default position, even more than it has become in the last years here.
