Having worked directly with rookie pols who were well-meaning, but naive to the guts of the actually machinery of office, I can tell you it's mostly..

...The former. They've still figuring out how to get stuff done in the best way. The same problem facing a rookie can take ten times as long to solve as a veteren who has seen how it works before.

Then when it comes to legislation and actually being able to change laws and policies, again, it's on the job learning about how to do it right.
