that is sometimes part of a logline (though somewhat disfavored as gimmicky). mostly it's a one-sentence distillation of the plot

Wizard of Oz: a Kansas farmgirl is transported to a magical land and, with the help of a living Scarecrow, Tin Man, and Cowardly Lion, must defeat the Wicked Witch of the West to return home once again
