Seems like they'd have to sell a lot of overpriced drinks to have that amount of cash on hand :)

Don't recall exactly, but I think our Lotto retailers here are limited to just a couple of hundred dollars in immediate payout. Otherwise you have to be paid out by the Lotto office.
