Maybe I'm just trying to think the best about people, but I have experienced lay-offs in which the team managers know that it's going to happen and know who it will happen to, but they have no real notice of when it will happen. In that case, all they can do is to keep working normally until they learn when the cuts will occur. I can't say if that's the case in this situation or if their manager is just a total tool.
