(In order to make more efficient usage of resources, they cache some domain lookups for hours or days ...)

The reason why one would be updated and one wouldn't is probably because you (the only person on your ISP who accesses the site) only used one prior to the change. They cached that one. Then, when you tried the different form, it didn't have that data, so it had to seek it out and update it from the refreshed servers (non-cached).
