there's something that may or may not be a bug. when you're occupying a town and click to withdraw instead of deploying the troops somewhere else, a very short amount of time later (less than 15 minutes in my experience with this, which is twice now), they will show up in the original town of yours from where they came - not the town from which you occupied.
you can't remove the occupation if it thinks there's still troops in town, so waiting a while can clear that.
also, check the gg for a post about troops lost in limbo and how to get some of them out. I found the tips on the ika board a couple of weeks ago and someone (guigue maybe) also found and shared them.
