Really, a big part of the answer here rests on the fact that the guy is only 23 years old.

And he's going to college where he'll be a freshman. I think the simple reality is that he feels to young to commit and he wants to have fun and enjoy college. They seem to be at very different stages of their lives. I think she's right that it would be useful to find out what he's really thinking and to coax it out of him with a "no pressure, any answer is fine as long as it's honest" approach. If she wants to move west and this is a catalyst, but she's realistic that this likely won't last, then go ahead and move and take your chances, but if she's moving there to make this work, be realistic. It's not likely to.
