I wonder if skaters ever take dives like soccer players do. In this case it looked to me like Ohno was extending his arm.

and pressure on a hip could easily alter a skater's balance. I don't have a problem with the DQ either, especially since Ohno was losing both races where it took the others to fall down for him to get into medal position.
