in 2009 Infinity Ward (IW) signed an exclusive deal with Activision (IW is a division of activision, fwiw) to the Modern Warfare franchise. as MW2 release date approached, there was a lot of back and forth between IW and Activision (AV) about putting out a new game in 2010. IW wanted to stick to a 2 yr development cycle. AV wanted something like what Blizzard has done with Warcraft, basically a continual cycle with major product releases every year.

In Feb this all come to a breaking point when AV told IW that a new modern warfare game would be released in 2010, created by the same group that did Call of Duty World at War.

Since that, both heads of IW have left. It now looks like after 2010, AV is gonna merge IW into the other group and create a Call of Duty/Modern Warfare subsidiary, sorta like Blizzard.
