Home networking guys, before I buy that switch, riddle me this...

Here's what I have in the house:

It's clearly a patch panel. The green circuit board below that deals with the alarm. See how it's plugged into a little phone jack? The CAT5 dangling from the patches don't plug into anything right now. Here's a better picture:

There's a coax outlet near those dangling cables (it comes from outside). So I assume I need a cable modem (duh) that plugs into the coax, and a big switch that plugs into modem and terminates all those dangling cables. Correct me if I'm wrong.

But... riddle me this:

Going back to the first picture... why are there twisted cables going from some of the CAT5 outlets to the alarm? My wife hypothesized that it has something to do with VOIP.
