I don't think there's anything that the "victim" can do in this case. Anything you do to monitor or otherwise actively confirm things are not

building trust, but increasing your mistrust of the person. I think the only thing you can do is honestly discuss what you expect (fidelity, honesty, whatever) and let the other person live it out. If they can't, then you repeat (and if necessary, involve professionals that can help said person achieve their goal). At least that's how I look at it. Maybe I'm naive and stupid but I don't think you can trust someone by watching their every move
