Sort of. At least 1 rd of Mortars should go in with the frontline, because walls need to be broken, and swords and gyros go in the first round, imo.

Balloons, guns and additional mortars follow in a subsequent wave. If you can time it and have the action points, multiple waves of Balloons/guns/mortars should be sent. That way you can recall/redeploy without losing the position in the battlefield.
