Right. I see what you are saying, that the average will rise, but that wasn't why they cut the nurses. They cut the nurses because BC is swimming...

...In debt. From the sounds of it, he was justifying the decision because of the gap, but not denying it was result in increased waiting times. Was he being super exact, no probably not, but the underlying motivation for the cut wasn't that Vernon was doing too well with waiting times. Merely that they couldn't afford the nurses.
