Let's assume 100 people lose their jobs, and go to the office for benefits, and they are told they can get $800/month.

And lets say 95 of them say "fuck that" and go looking for jobs.

Say they go to the office and they are told, "benefits? get fucked." and so 98 of them go looking for jobs.

98 > 95.

ML's point is you need to choose the number carefully, to keep people safe without disincenting them to bother needing work. Because if that number is $1500/month, fuck it!
