so it's more than conceivable that people could be clicking the "cruise on" button, and the cruise activates and hits WOT

This would appear magical and unexpected to the user, if (for example) they were driving 10 to 20 miles per hour ... most cars don't activate cruise until a minimum threshold has been passed, at around 25 mph.
So if they accidentally hit the button at 15 mph, and their previous cruise setting was (for example) 70 mph ... the CC circuits would activate when they hit 25 mph, unexpectedly causing the throttle to go wide open up to 70mph.
*However*, any of the normal reactions to accidental cruise control activation (braking, hitting the gas, turning CC off) should stop that, so it's probably not the cause.
