I don't think it's that simple. If tourism to Cuba dried up tomorrow, the regime would seek support from other places - like it has sought support

from Venezuela, etc. There are plenty of odious governments around the world that would be only too happy to to this.
Personally, I think there is a lot more to be gained from increased links between Cuba andCanada and the US than continued isolation.
