Having a seriously annoying issue on my PC... I click on any shortcut and it asks me what program to use each and every time, and I can't click

What is going on?!

- It's a laptop. I've rebooted many times and nothing is working, can't do any .exe file and can't get my viruscan to launch anymore either -- nm - G.waa Mar 11, 14:36

        Vista, and I can't even load the Reinstall CD it keeps giving me errors... how do I do system restore during a boot up? -- nm - G.waa Mar 11, 14:58 3
