unless the numbers are mathematically impossible, there's usually someone in the majority tribe who could be looking to flip or has been treated like the outcast, e.g., Shambo
especially if Boston Rob is still in it at the merge, even a small number of heroes would have a good argument to bring enough villains over to vote him out because of how strong a player he is
