Plus... they had the numbers!
Tom, JT, Colby and Candace could have voted out James and created their own alliance to run the tribe until the merge. But they didn't.
I strongly suspect that given the vote was unanimous something happened off camera, like Amanda saying "If you vote off James, your alliance won't make the merge, but Parvati won't align with you" or something.
