Because the Dems suck at selling it. The individual parts of the bill poll very well. But the GOP has succeeded in casting the full bill as government

If the Dems had done a better job with message discipline the full bill would still be very popular.
Never mind that some of the lack of approval for the bill comes from a large percentage of people disappointed it doesn't go far enough. Those folks will be happy with what passes, just not as happy as if they'd gotten everything they wanted.
