The impact in the short term is marginal. The impact in the long-term is non-existent.
Drilling for new oil does nothing UNLESS you are using it as a buffer while you find renewable resources to rely on.
Oil being a fungible commodity, and demand far outstripping supply, drilling at home won't change the current dynamic one iota.
