Yes, if it takes five seconds to charge, hold it for 4.5 seconds, look for a target, and if there isn't one, let go ...

... letting go before it's charged causes it to power down, rather than fire.
Often, when playing matchmaking, you'll find someone who does this for the entire round - constantly charging and discharging the laser, and sniping people across the map with it when they do happen to acquire a target.
