FF13 question, chapter 11 (spoils?)

I'm going about finishing all the missions before leaving pulse, but I have a couple questions and I haven't been able to find the answer yet.

1. after leaving pulse, am I able to go back?
2. when and how do I get a chocobo so I can use the yellow jump points that require stronger legs?
