Only if Groiny really is a 'poor hire', which he is not and which other people...

...in the organization know. Give others a chance to come to Groiny's defense.

When Groiny follows up with the 'bad mouth' in front of witnesses, the 'bad mouth' will either have to fess up and tell Groiny to his face what he's put out there as gossip, or apologise in some way and/or retract what he put out there.

Else, the 'bad mouth' demonstrates his own shortcomings.
