no, the infield fly rule is

less than 2 outs and runners on any bases. It has to be in the infield and a fair ball.

With no outs and a man on first and second, an infield fly can intentionally be muffed and a likely double play would be turned, since the runners are not allowed to advance, they have to tag up to advance, so they would be going back to the base to avoid getting doubled off, the infielder drops teh ball, flips to third who throws to second to double off both runners.
