We don't need a manned mars program right now, we need to get our shit tight here on Earth first. However, the moon is in reach of today's corporations, if they see a desire to go there and populate it. I'm sure the space tourism industry would love to have a lunar resort. And I'm sure there would be a market for lunar materials and transport of lunar-based projects.
If manned space travel capabilities only rest with governments, it will always be out of reach of the common man. I would love to see a reality come to pass where manned space flight is as common and trivial as air travel was in the 1960s. (I'd say "today", but air travel is fricking moronic today)
