just not quite good enough to be in the majors but better then the 2nd tier. Aren't you automatically at a disadvantage to stay in the Premiership on the bas is of you likely don't have the budget/etc of the top-level teams?

Do they have a system to 'protect' 1st year promotee's or are you instantly behind the 8-ball to avoid relegation?
