Thing is, even if funding for Constellation wasn't cut. Since Constellation was behind schedule, nothing is different in those 10 years.

Besides, isn't Obama's latest announcement to be that development of *parts* of Constellation will continue?
It's not a perfect solution, but as he tries to cut the budget, this *is* a logical place to do it.
