It's still going on with as much fervor as ever, despite all of Blizzard's attempts to stop it.

A players' class action suit against one of the worst offenders, IGE, kind of suppressed things for a while, but the power-leveling services are still around and just as active as ever. I don't blame those companies so much as I blame Blizzard for perpetuating a poor "grind and find" model for much of the upper levels of their game.
