You've got the basic gist of it, but watch out for tricky panel arrangements.

Sometimes, an artist will use a "full spread" panel across both pages of the book to give a more panoramic sense of the action going on. I don't remember any particular occasions in Watchmen specifically, though. And a good artist/writer team will make sure that it is patently obvious when they depart from the standard left-to-right, top-to-bottom reading format.
