I'd wholly support that idea without reservation.

Seriously.
That is one of the biggest problems with our patenting system these days. The Patent Office's lack of access to the bulk of prior art simply means that invalid patents -- which never should've been issued by the Patent Office in the first place -- have to be negated by very expensive litigation, rather than being killed at the beginning of the process.
