It seems the problems with carbon offset system are related to those looking to exploit and abuse it.

Much in the way that the "flaw" with our food safety net is that some groups try to avoid inspectors. That's not a flaw. It's criminal. And it's not the fault of the system - beyond the fact that it's not as stringently regulated as it could be.
