And there's nothing anti-democratic about it. The opposition could vote against them if they don't feel they can support the bill.

It's a parliamentary system. The idea that MPs should get to pick and choose which bills in the government's agenda that they get to support is the antithesis of the system and not wedded to any parliamentary history.
I would like some more free votes, but there's nothing anti-democratic about saying, "This is our agenda. If you don't like it, convince Canadians you are right to bring the government down over it."
