Yes, that does seem to be the metric he's using. It's not the metric I would like to use.
My workplace has been in business in Canada and the US for three years or so, and we *just* implemented French localization. And German, at the same time. To be fair, a large part of our market is English-speaking, but we're reaching out to non-English markets as part of a new phased global initiative.
The next global market localization to be implemented is "LOL".
