...Bureaucracy. They were carried out by a Quebec minister and the department is predominantly made up of Quebec workers.

They are a perfect example of the absolutely one-sided nature of our relationship with the people of Quebec. Reach out, reach out, reach out....Get slapped down for an absolutely nonsense reason.

And don't argue, "They were symbolic" because if the "nation" motion wasn't symbolic, I don't know what was.
