I still don't understand the title of this movie.

I get that the organization is called Quantum, and I get that there is some need for people to take solace in the movie. What I don't get is how the phrase Quantum of Solace makes any sense at all. Is a Quantum a unit of measurement that I'm not aware of? And even if it was, can one really measure solace given or taken or needed? Seriously, it bothers me.
