At the end of JB21, Bond has lost the woman he loved, and also who betrayed him. At the beginning of JB22, he's angry and out for revenge, but as he goes through the movie he realises he needs to become the cold-blooded rational tool of the British Secret Service and not be ruled by his emotions. In other words, he needs to have that 'quantum of solace' to do his job.
At the beginning of the film, Bond kills every enemy operative he comes into contact with, rather than keeping them alive to get information. But at the very end of the film, when he meets the Quantum operative whose job it is to seduce young women in government service and then pretend to be kidnapped (which is what he did to Vesper), instead of killing him, he lets him live.
