I know voting Bloc is not the same as voting seperatist. But it is voting for a party that will never govern.

That's where the disengagement is coming from. Quebec voters don't actually want a part in governing Canada so long as Ottawa just never slight them in the least. (And the arts cuts were the very definition of a minor minor slight taken to extremes.)
