To put it in terms of childhood development, some residents of Quebec are the surly stepchild who refuses to integrate with the new family unit.

The humane response is not to shun them or kick them out of the house.

Rather, the more productive approaches include:
* Doing fun activities, and always being sure to invite them into the fun
* Talking to them and attempting to connect on an emotional level, usually through hugging and physical contact (no idea how that would work for landmasses; tectonic shifts?)
* And finally, the sociopathic method, most suited to government and corporate mentality: out-and-out bribery and brown-nosing.
