I can't answer with certainty but once you buy the card, isn't it area agnostic?

Once you have the card in your hand, how does it know where you are? Unlike a credit card, it doesn't have your name on it, it doesn't know your address. The only think associated to both you and your address is your actual PSN account, and your PSN account believes you are in the US.
