Caveat: I have a PS3 but have no games nor bought anything on PSN. But I see people do get charged taxes, yes.

If I understand correctly, you can end up paying sales tax on the PSN card, and AGAIN when you purchase a game on PSN. A $20 card should get you 2 $10 games... except it won't, since you're paying taxes on both those games. Sales tax SUCKS.
