I think it's the difference between opt-in and opt-out programs.

Opt-out programs for things like retirement plans have a much better uptake than opt-in programs. And more people saving for their retirement leads to a better outcome. I don't see what the problem is having a similar system for voting and subsidies to political parties.

If people vote, they know the party of their choice will get some funding (even if they have no chance of forming government) And for people who want to opt out, they don't have to vote.
