my dad worked in a county in idaho with

1 black dude - his company hired the dude and filled out all the fed forms indicating 100% minority employment. the business got a call from an investoigator to check out this 100% employment. they called the dude in and said "here he is." feds satisfied.
of course about halfway thropugh his first winter dude left and 100% went to none
