You're blaming the wrong person for that and looking at it the wrong way. You say Candice won't trust Sandra again. It's the opposite. Everyone knew that Candice wasn't solid on voting off a Villain. Colby even had the pointed moment where he said that if Amanda went home, it would be on Candice. She thought he was joking, but he wasn't. Candice blew it across the board in those three days. Sandra saw through her completely, which is why she pressed the girl to make up her damned mind.
The reason why Sandra was forced to vote for a Hero is because she knew everyone would realize she had flipped if they lost a 5-4 vote. Candice's inexplicable stupidity put her in a terrible position. The hard part to rationalize is that Candice is looking at 6th place with the Villains and hoping for maybe more. With the Heroes, she would have been 5th as a worst case scenario and probably in good shape to make the final 3. In a season of stupid plays, Candice didn't make the single dumbest move, but it's the second most costly. The new math is Candice = dumb.
