I don't think the Watchmen were as tightly organized as the Minutemen, because they sort of saw that as the eventual downfall of the Minutemen alliance. I could be wrong, though. And clearly by the time the story starts, they too had met a similar fate.
However, I'm hardly a scholar of the material, as I've only read it once. I'm sure people will be able to present alternative opinions, if you ask around.
