I did miss that at the time. This is where it would be ideologically based. It's about accountablity.

No government should be allowed to spend tax dollars they aren't responsible for raising. (Which is why the transfer program isn't all it's cracked up to be.)

And no political party should be able to spend funds they aren't responsible for raising.

If the government cuts them a cheque from general revenue, there is not accountability.

Fine, the rhetoric of "Let the people finance them" isn't 100% fair so long as the tax credit exists as a lure, however the argues still hangs on, "Isn't it a better system when the parties have to actually look someone in the face to get them to donate money and doesn't that foster a more engaged party supporter?"

I think it does.
