Something is definitely up with my dog, the old vet and the previous owner.

I called the old vet and said I had adopted a dog that had been treated there and wanted to know if they could send the current vet a copy of his medical records. They said sure. I gave them the microchip number and they looked up the dog and then they told me "we can't give out any information about this dog because the record is sealed." Geez, did he kill somebody when he was a juvenile? I've never even heard of that.
